Public consultation on draft Rules on Expert Determination of the PMAC

An expert determination background document was developed first that reflects best regulatory practices from comparable institutions worldwide. This document shall be considered an integral part of the public consultation process. Please note that the draft Expert Determination Fee Schedule, which is a separate document, has not yet been finalized.

The draft Rules on Expert Determination, together with supporting background document, are also available to interested stakeholders on the official website of the UPC:

The primary objective of the public consultation process is to ensure the highest possible quality of the PMAC’s regulatory framework by obtaining feedback from a broad range of stakeholders. These include governments and other public policy makers, professional associations, entities active in the field of intellectual property across both the public and private sectors, as well as prospective end users of the PMAC’s services and their representatives.

 

All interested stakeholders are cordially invited to submit their comments, observations, or suggestions concerning the draft Rules on Expert Determination in the form of proposed amendments to the draft document, accompanied by explanatory notes outlining the rationale for the suggested amendments.

 

The Expert Committee will consider all proposals concerning the draft Rules, provided such proposals are received no later than 22 September 2025.
